  The competitions of modern enterprises to a large degree lie on the human resources owned by the enterprises. Viewing from the present condition, the manpower availability and structure lag far behind the requirement of development. During the Eleventh "Five-year Plan", the human resource work of the Group shall establish the ideology of "human resource is the first resource, and talent is the primary capital", and strengthen the procedures of "employing, training, managing and assigning".

Firstly, combining the structure of enterprise and the construction of mechanism, intensify the idea of “talent is the investment, instead of consumption". Employment, training and education of talents shall be considered as the necessary investment of the enterprise. Create a good situation of “employing talents, making them stay here and bring into play their wisdom" through the efforts in enterprise environment, treatment, feeling and chances. Try to form a talents team that is young and working energetically.

Secondly, make an overall planning of talents employment, training and appointing. Timely formulate the talent investment plan of different levels as required by the fast development of the Group, including levels, quantity, specialities and distribution, and implement the plan. Highlight the absorbing and training the important technicians. Introduce the technical and managing experts with high education, professional skill and rich experience. Improve the managing and organizing ability of middle-level and lower managing personnel through training and employing. Reinforce the enterprise’s “executive force”. Implement the training mode of all staffs and for life. Change the staff’s attitude toward knowledge while push them to effectively perform their working responsibilities. Develop their potentials and create working opportunities for them.

Thirdly, improve the performance rating system and increase welfare and benefit level. Implement the flexible talent policy. Reserve talents actively and blaze their creativity. Continuously propose “human-based policy oriented by performance”. Pursue a performance management system with a balance between human and performance. Consummate the scientificalness, rationality and effectiveness of performance evaluation system. Carry out the investigation of staff’s satisfaction once a year and learn their demand, as well as enhance their sense of participation and responsibility. Observe the national labor laws and rules. Increase the employees’ income and benefit level based on the enterprise’s developing condition.
